They are now always applied and the target is fitted inside them. A VBV buffer is derived from the max rate, so the IDR peaks are bounded: none of the shipped encoders enforces a ceiling without it, and those peaks saturate a UDP, RTMP or SRT link even at a very low average rate. A network output specifying a target rate but no ceiling now gets one; local file recording keeps the plain ABR behavior
