Sets the scrolling speed of the specified text overlay. The scrolling must be enabled first with SetTextOverlay_Scrolling.

Value = 0 -> no scrolling, Value > 0 -> scrolling from right to left, Value < 0 -> scrolling from left to right.

E.g.: SetTextOverlay_ScrollingSpeed (index, 1) -> slow scrolling, SetTextOverlay_ScrollingSpeed (index, -3) -> medium-speed backward scrolling, SetTextOverlay_ScrollingSpeed (index, 6) -> fast scrolling.
